This is how I am placing Binding and the Elan into Eberron. Other than my poor grammar what do you think?

During the Giant Quori war there was a Giant Arteficer who built an Eldritch machine that, at the time, was the Giants best hope of destroying the Quori. The machine was powered by the process of turning Elven slaves into Elan. Any of the less powerful Quori in its radius where instantly banished back to Dal Quor, but the very strong Quori were sent somewhere else. They where bound in eternal limbo as Vestiges. When the machine was finished creating an Elan the Giant Arteficer would teach them two things: how to use the enslaved Quori's power through the use of magical seals, and the importance of survival. Since if all the Elans were destroyed the Vestigial Quori may be able to return. The Giants then scattered groups and individuals to the far corners of Eberron. Eventually the machine was destroyed when the Quori used constructs to attack the machine, since they could not get close. With the machine destroyed the Elan found they where only strong enough to transform humans. Now Elan can be found throughout Eberron, hunted by the Quori and mistrusted, but accepted, by the Kalashtar. They fight to continue existing while some seek information on the Giant's Eldritch machine.

Elans have already a background in Eberron: they are vessels of rebel quori that were imprisoned by other quori because their crimes. They're similiar to inspired, but if a quori spirit has control on the body of the empty vessel that inhabits, for elans is the vessel that has the control of his body, and the imprisoned quori give him power and immortality...

This brings to mind the rather complicated discussion concerning Elans in Eberron we had some time ago...

A quori who is killed is re-absorbed into Dal Quor and a new quori is "born" - in the image of Dal Quor. So imprisoning rebels is contra-productive. Just kill the rebels and hope the newly "born" quoris are more to your liking. If not... Just repeat the process... Why would you imprison the rebels instead?

So, VVills idea isnīt that bad. It explains the existence of Elans in Eberron without those logical problems cropping up.
