I have been playing D&D for some time but I am quite new to Eberron. I have a question regarding eternal wands and schemas. Unlike regular wands and scrolls, prices of eternal wands and schemas depend only on the level of the spell used, and not on the caster level. So I ask: can schemas and eternal wands be created only at the minimum caster level for the spell, or do they cost the same regadless of the caster level?

Im not sure of the exact rule on this but it would probably be safe to say that unless specificaly stated otherwise magic items are always made at thier minimum caster level. So yes the qualities that let schemas and eternal wands stay around after the first use prohibit the spells from being cast at a higher level.

Of course I dont remember reading that bit about caster level so my response is based mostly off of your question.
