I understand how it works for a wand, you pay for the XP cost of the spell up front (IE: XP cost x50)

However, this factor is not mentioned under either eternal wand or shema. So, say I want to make a shema of "persistence" so that I can dependably make 1 spell per day persistent, what's the extra XP cost for making the item due to the spell's XP cost?

x1?
x50 like wands?
pay every time you cast?

Although you're looking for RAW I'm sure, to be safe I'd go with once every casting.

I think it is in the back of the ECS (am at work, books at home) but I think the creator of the wand or schema pays the XP cost like any other wand, and I think the cost is the same as a 50 charge wand to make a 2x per day wand. Not 100%, it has been a few months since I have played.

Minor Schema
Magic of Eberron, page 122.
Single spell or infusion of up to 6th level, used once per day.
Spells or infusions with a costly material component, a costly focus, or an XP cost cannot be stored in a minor schema.

Eternal Wand
ECS, page 225.
An eternal wand holds an arcane spell of 3rd level or lower with a maximum caster level of 6.

Sounds like your item isn't possible.
