A player wants to play an Imp in my game. Are Imps native to Eberron, if not which plane are they native to?

They are native to Shavarath.

Shavarath Inhabitants: Hound archon, trumpet archon, babau (demon), dretch (demon), glabrezu (demon), hezrou (demon), marilith (demon), quasit (demon), retriever (demon), barbed devil, bearded devil, bone devil, chain devil, erinyes (devil), horned devil, imp (devil), vargouille. (emphasis mine)

One thing I would do would be to make a deal with the player to swap the commune ability for something else. Perhaps the ability to threaten surrounding squares with its tail (a la pseudodragons). Commune, even once/week, could ruin mystery adventures.

Although Imps are Devils, I don't see them as being particularly likely to come from the Plane of Eternal War. Impses ain't good warriorses.

I think it much more suitable that they are in fact native to Eberron, and are one of the many different fiends that originate in Khyber. They can keep all their Devil traits, since there isn't as much a fundamental connection between all the Devils (or Demons) in Eberron as in other campaign settings.

If you don't like that idea, there's always Manifest Zones and Planar Convergence to explain how an outsider winds up on the Material Plane. And imps, being immortal outsiders, aren't going to die of old age, so he could have been here for a while.

I'm curious how you will progress his character from a mechanics perspective. Will you use some sort of monster class, or just class levels?

That's a good trade, I think. Tiny creatures get severe disadvantages in most combat departments.
