More more specifically, thirteen minus one ... a lost Mark, a lost moon, a lost Dwarven clan ..

I'm reasonably certain that this came about because 13 is a 'Baker's Dozen' ... and a Mr. Baker wrote the setting. :)

As the Dreaming Dark has shown us, calling anything "permanent" is for yellow-bellied sissy quiters. :P

Well, if they don't solve their little riedran/khorvairian problem quickly, they themselves are not exactly permanent.

While we're at it, there are also 66 quori spirits that inhabit the Kalashtar. 6+6=12, with the 67th one being lost (Taratai, the first one).
