In Secrets of Sarlona other religions come up and are mentioned frequently.
Two however that interest me is Io the creator of dragons-where can i find details on him.
And it makes reference to Tiamut? I though these were Gods in tradtional cosmology.

What role do these beings play in Eberron.

Io and Tiamat, as well as several other iconic draconic deities such as Bahamut are deities for dragons in eberron. To humans, they're just constellations in the sky, but for dragons, they are deities similar to the Host and the Six (in that they do not act directly, but rely on the faith of their followers to work their will)

Is this detailed in any of the supplements, about how they are specifically though of in this world.

And the fact that you have to fight an aspect of tiamut leads strong credence that these gods exist. (though maybe just very powerful dragons).

THe fight against an apsect of tiamat you mention is in a generic DnD adventure. The Red Hand of Doom is not an Eberron-specific sourcebook, so it's inclusion of an Aspect of Tiamat is not Eberron-Canon unless you want it to be for your campaign.

Other than that, the ECS briefly mentions that the dragons worship the draconic gods, namely in the part of the book that describes the callendar.

For more information about the draconic gods themselves, you can take a look at the Draconomicon, in which all the draconic gods are described in detail. (But not given full statistical write-ups ala Deities and Demigods, although Bahamut and Tiamat can be found in that book)

Actually, its in Secrets of Sarlona that there is an adventure in which this aspect fight takes place.

I suppose one could interpret this fight as being part of the quest of tests established by the dragons. HOwever like i said, it seems to carry a strong inclination with it.
Which makes me think that these strong dragons might exist, and were perhaps the ones to oppose the Rajahs.

The way I use them is as other Progenitor Dragons. Khyber, Eberron, and Siberys weren't the only progenitors, just the three most powerful.

According to the Draconomicon, all the dragon gods are Lesser deities, except Io who is still only Intermediate. Placing the trio as Greater deities fits them into the draconic pantheon without disrupting the setting.

Why they remain remote is a mystery, but the angle I use is that they recognize that Eberron, Khyber, and Siberys are still fighting (through descendants and servitors) and Io has ordered the pantheon not to intervene directly.

As for the Aspect of Tiamat, if you want to keep the flavor of gods being distant, it could just be a powerful singularity of the concepts that make up Tiamat's religion, given form through dragon magic.
