You shouldn't allow Persistent Spell in the first place.

But I'm not saying it wouldn't work, if you did. I haven't examined it.

Not a bad way to build an artificer. But not so overpowered as it seems. The number of charges you'd need to waste just to get an all-day effect isn't really cost effective.

The typical 4th level wand charge is worth 420gp. You'd be using 7 charges to make it persistent, for a total cost of 2,940gp. That could be worth it...or not. The duration of most spells is long enough to get you through an encounter. Thus, unless you're dealing with more than 6 encounters each day, it can't be worth the charges.

If you allow Persistant Spell in the first place, considering how many feats you would have to invest in getting that metamagic to begin with, and then how many charges you'd have to burn every time you used it (as Gurv pointed out), no, its not really broken.

That said, if the badguys are/have access to artificers of a high enough level to be slapping Persistant Spell on things, with enough money to waste on such a thing, I would much prefer it as a player that they waste their resources on something as stupid as an all-day Bull's Strength than them turning around with a Maximized Empowered Fireball wand that goes off in my face.
