Does anyone have any concrete details on the Acrane Congress and the Twelve, and what their roles and relations are in the world? Do they have any specific goals that make them different from the Dragonmark houses? How do they relate to the Dragonmark houses? Any help would be appreciated.

Info on both of those organizations should be in Five Nations.

Additional info on The Twelve is also located in the Explorer's Handbook.

CoC being what it is, I'm not sure how specific I can get with details, so I'm taking the safe way out & pointing out the actual references.

The Twelve is an arcane group formed by the dragonmarked houses, and basically is only comprised of dragonmarked house members. It was intended to allow the houses to work together on projects and has resulted in the lightning rail (joint creation of Houses Cannith and Orien).

The Arcane Congress is an Aundair-based guild, and is best summarized and thought of as the largest and most influential wizards guild (not including the Twelve, as I think of that as more existing for the houses' mercantile goals than arcane study).

Despite the fact that, in theory, the two should be able to coexist peacefully, envious and competative wizards led to a rivalry between the two groups (most often only pushing each one's members to outdo the others, but sometimes leading to sabotage and other underhanded attacks).

As I read it, the Arcan Congress is more benevolent, where as The Twelve helps out mankind only in as much as doing so proves profitable. The Twelve is but a shadow of its former self and is stuggling to regain its former position. The two schools are said to compete "in friendly rivalry" I think in 5N, but I may have the wrong book.

Excuse me if this is considered hijacking, but does anybody know where I can find info about the Atur Academy. Rekkenmark Academy, or Wynarn Institute? I've had trouble finding out much about those.

Also the Twelve is not only for Dragonmarked House Members. It is a college first and formost and they will train anyone with talent... provided that after they get their education they work for one of the house guilds.

As mentioned in the Eberron Campaign setting the Twelve and the Arcane Congress compete for students. If the Twelve only took members of the d'marked houses there wouldn't be much competition.

I'm pretty sure Atur's covered in the Karrnath section of 5N, but I'm trying to remember anything about Wynarn.

Wynarn University is located in Aundair, and is reputed as one of the best in Khorvaire. It teaches a variety of subjects and, since the end of the war, has been making a particular effort to gather students from across the continent without discrimination.

In short, Rekkenmark Academy is a military school.

I'll agree on the Twelve, but the Arcane Congress is not all that benevolent (I understand you did not say they were, only that they were 'more benevolent' than the Twelve, though). They too have their dark sides: their agents are still out there hunting for the Manifest Spellcasters (PGtE), for example.

They were founded in direct concurrence to the Twelve, I believe, and both sides will be actively plotting against each other and beware anyone and anything caught between the fronts (over-dramatisation here). Overall, I'd say that while the Twelve are not out to do good for mankind, they are also unlikely to do evil if it does not benefit them directly.

I really don't see The Twelve as molevolent. At its core its a school, it doesn't control the Dragonmarked Houses... the Houses control it, it has a lot of bases to cover.

On the one hand you have it as a training ground for house heirs with a magical bent.

On the other hand its a college of artifice and arcane magic willing to train artificers, wizards, and magewrights. Everything that goes along with that, meaning entrance exams and tuition. Most of those who do graduate however are indocterinated right into well paying jobs for the Dragonmarked houses.

On yet another hand (lets say we're working with an Attatch here), you have the Twelve actively scouting out people of extreme talent and potential and offering them scholarships, training them for free with the idea that when they're done these massively talented people will work for the houses, and be well paid for it.


Most of the time working with the Twelve is a win/win situation. The Houses fund The Twelve, in return their heirs get trained, and they have a talented student body to recruit from. On the student side they get an education second to none with nice secure jobs waiting for them with the most powerful merchantile organizations on the planet.

This isn't molevolence, they aren't outright screwing anyone. However there are plenty of forces out there that do not want to see such talented arcane and artifice going into the 'private sector'.

Each of the nations (like Galifar before them) would be loathe to see such might in the hands of the houses alone... thus they sponcer their own colleges and arcane orders. They need war wizards and diviners, and all sorts of things.

Thus the competion is on for talented people. The Twelve, by its nature connected to the all pervasive Dragonmarked Houses, have a huge advantage. The nations are limited in their recruiting by their geography, The Twelve can recruit from any house enclave in any nations... so basically everywhere. The Nations (and evil forces) have to apeal to young mages national pride, faith, or sense of duty, more or less higher sensibilities. The Twelve, backed by the Houses... can apeal to the basest of desires... money.

I don't see the Twelve as evil, but I'm sure they leave a trail of bruised egos and there is no shortage of people (especially nationistic types) who hate them.



As far as I can tell the only underhanded things The Twelve are officailly accused of is rarely stealing (Explorer's Handbook: Aquisitions Directorate) a magical artifact, or stealing credit for discoveries by the Wayfinders or Morgrave University (again Explorer's HandbookL Aquisitions Directorate). First of what organization on the face of Eberron doesn't occationally steal a powerful artifact from another? Second, Moregrave is hardly a bastion of Ethics... and for the Wayfinders... eh when you looted it to begin with you can hardly cry about it being 'stolen'.

The Twelve, as others have stated is an organization formed by the Dragonmakred Houses designed to share information and magical secrets. This has resulted in projects like the lightning rail, and airships.

The Arcane Congress was setup by King Galifar The First as a check to the twelves becasue eh didn't trust in the altruistic nature of the D-Marked houses.
