Does it describe how it was made anywhere, or is it left to the DM to decide? I ask because I'll be playing an artificer soon in a mid- to high-level campaign, where everyone is taking leadership and was thinking a Mobile Fortress would be the perfect place to stash our followers.

Most of the info related to the mobile fortresses can be found in the Forge of War sourcebook, including schematics.

I don't recall seeing any construction info, so I assume that the process / plans for making such fortresses were lost during the Last War although that doesn't necessarily have to be the case in your game.

It would be very plausible that the Cannith Schematics where lost when the Day of Mourning occured, and since the OP's party is mid- high-level it can be a nice adventure in the mournland to recover those schematics, say from Whiteheart.

As for all the building infos, it's up to the DM in this case.

The only things mentioned about Argonth's construction in the FoW are;

the ship and its sister ships were made by Cannith in Sharn
they were constructed long before airships
the each have several elementals
they are designed to last for months of travel with limited supply stops
their capacity for inhabitants is about 1,500 (2000 at most)

To me this means that Argonth is equivalent to real world battleships in both cost and abilities. Their construction techniques would be a Breland state secret, that they would protect from outsiders at all cost (given its power).

There is a possible exception to creating a Mobile Fortress, your players could attempt to capture and repair the Mobile Fortress that was lost to the goblins. This would negate the need for a very complicated espionage encounters throughout Breland trying to uncover their secret plans.

Thanks for all the help. I had completely forgotten about the fortress that was lost to the goblins. It would also probably be cheaper to repair than it would be to build one from scratch. As for how Breland would react, I'm not truly concerned. Most Eberron campaigns this group has been a part of has ended up with atleast one of the Five Nations wanting us destroyed, with only one exception. Last time it was Riedra. Anyway, thanks very much for the helpful ideas. I'll be sure to approach our Dm with this.

The impression i got from FOW was that the Fortress was so large that it was unable to get throuhg the pass and thus became a sitting target for the Dargunn forces. ANd now it sits there as a barricade between Breland and Dargunn and as a symbol of defeat and triumph depending on which side you are on.

Repairing the ruined flying fortress would be the equivalent of fixing a scuttled Air Craft Carrier, both in scope and political ramifications.

I don't think any nation would be happy if you did it besides the fact that it literally takes a crew of hundreds to man. I'm not saying don't do it, it'd be cool and all.

Breland wouldn't want you to have it, the other nations would want to try to get it from you (because they have entire armies to bring down on you to take it ) or at the very least they'd try to destroy it before Breland could take it back.

Fixing the busted one, or building a new one (which would be a massive undertaking. I don't care if you're the best boat designer and mechanic aircraft carriers take years to build and billions of dollars, its not something you can just throw together in secret the resources needed are astounding.

But like I said it can be interested. Particularly if the heroes for whatever reason attack and drive off the Goblins who if I remember have converted the wreck into a fixed manned fortification in the pass. If they intend to take it it'd be a logistics nightmare.

First they'd have to drive off the Goblinoids and then somehow get the materials and crews to repair it there quickly and quietly. Then they'd have to defend against inevitable goblin retaliation, which will continue to escalate. If they don't have the Brelish support eventually word will get to the Brells and you'll be besieged on both sides. Even if you manage to get the thing moving in these conditions now you have to ask where you're going to go?

I would imagine Breland's first act would be to move their other fortresses to their side of the gap while the other side is filled with Goblinoid Legions.

Even if you break out on one side or the other (and do something smart like getting the Darguun and Brells fighting each other instead of chasing you. Where are you going to take it so you can finish repairing it?

Breland would want it back... unless you agree to give it to another country they wont be thrilled with you trying to bring a massive flying fortress into their lands...

Actually now that I think of it the best place would probably be to drive it into the Mournlands... that'd discourage pursuit. Of course trying to make repairs to a magical fortress in the Mournland has its own dangers... besides magic going crazy, living spells, and the horrors of the Mournland... if the Lord of Blades hears about the city he'll want it.

This could lead to an amazing battle between the walking city Construct and your Flying Fortress City in the Mournland... which would be hella cool and cinematic...

Lets say you fight off the Lord of Blades and manage to repair the city and not get yourselves killed in the Mournland. Where do you go with it now? You now have a fully functional weapon of war! If the Breland/Darguun battle hasn't lead to an all out kick off to the Next War, EVERYONE will be looking for you. Every fort even near the Mournland will be on high alert waiting for you to roll out. Some countries may try to contact you (like a House Sivis Sending spell) to tell you they'll offer Amnesty if you turn over the city to their military... they might even promise the PCs that they'll get to remain in command and get the title of Captain, or Admiral for turning it over... of course after they'd be expected to answer to their government.

Such a deal could of course restart the War.

Actually it sounds like a good game.

Conversely the heroes could do it FOR the Brelish, but Darguun would immediately say that Breland has violated the Treaty of Thronehold and Aundair and Thrane would be outraged that they now have to worry about a third flying fortress... restart the Last War... but hey you'd be Heroes in Breland.
