How does the Cabinet of Faces view House Phiarlan and House Thuranni ? Do they come into conflict or do they work together ? Has this been asked before on the boards, and if so where is the link ? Thoughts ?

In the intelligence biz if they ain't part of your organization then they're competition.

I'm sure they've come into conflict once in awhile. The CoF is inexplicable though. Their goals are unknown but they don't seem to be interested in the same things Phiarlan/Thuranni is, or for that matter most intelligence groups are, so conflict would be rare. It's hard to imagine them ever working together. Why would they?

I'll trade you two Thrane State Secrets for your Blood of Vol Insider Information.
Especially since the Cabinet doesn't seem to be trading information for money, I could see them bartering stuff they want with the Houses - after all, infiltration is always risky no matter how good your changelings are, so why risk more than you have to if the information you release comes isn't that valuable to you?

How about a gift from a seemingly helpful stranger? The Cabinet's close ties to the Traveler's worship should not be overlooked.

As pawns.

If you're going to run a conspiracy sort of game, you need someone to play the "illuminati" at the top of the pyramid. Otherwise you never generate a real big villain feeling in the players. And for me, I can't see anyone who makes a more sinister extra-extra-secret group than the CoF.

They don't have to be perceived as sinister...mysterious, secretive and impossible to be understood by outsiders yes, but the question of a sinister nature or not is up to the DM. As I understand it, they seek to emulate the deeds of the Traveler and, perhaps, defend ( in the TRAVELER'S way) the interests of the changeling and doppelganger races.

This is an excellent point I think. I am also playing with the Nightswift (the Kenku spies). I am also wondering, has anyone thougth about how the Nightswift fits into this as well as the Cabinet of Faces ?

The Cabinet's contemporaries and competition is more with the dragons, demons, quori, undying court, and other semi-extraplanar causes and concerns. Granted they are probably slightly more grounded in the everyday plots of Khorvaire than some of the others.
