The Houses all enjoy a large degree of independance and would hate the thought of one or more of the other houses stepping into their House Business. It would be a nightmare of politics and compromise before the meeting was ever agreed to. That's at least partially what The Twelve is for. I'd suspect that the heads of the houses would try their best to keep multi family business affairs handled at that level. But if there was something threatening the houses, I could see them comng together. Such threats might be a massive uprising of Aberrant Marks seeking revenge from the ancient war of the mark, or a cult of Hyber following dragons trying to mass control all the dragon marks might bring them together. On the other hand, such an obvious threat might scare the heads into hiding of sort, causing them to refuse to congregate for fear of tempting their enemeis into a massive assault. |

It will certainly be handled quietly. In which direction it goes would probably depend on how many individuals know about Merrix' hobbies by then. As Edy more or less said: It's not going to happen. You can have ambassadors, lord-seneschals or similar persons meeting, but more than three barons at one place stinks of disaster - there aren't exactly few parties who would like to stir up a little chaos by assassinating them and twelve at a time would invite attacks of the scale of orbital bombardment. |

Likewise, Elvinor Elorrenthi d'Phiarlan is Baron of House Phiarlan, but the viceroys of the five demesnes of the house (plus the Serpentine Table) wield significant authority in their own right. |

Yeah, but sooner or later the information would get to Jorlanna or Zorlan, and that would pretty much mark the end of Cannith South. |
