I was thinking of writing up an Affiliation, complete with scores and benefits, for the Citadel, seeing as I'm going to be making a member for my next PC. I was just curious whether anyone had any ideas or whether there are any useful topics or anything already discussed on the subject of the Citadel. Thanks in advance for any help. :)

Of course. However, the subject is not about classes. It's about making an Affiliation.

Not to mention that the Citadel Elite is an atrocity of poor class design, complete with plot-writing abilities. :(

Still, some of its abilities (as well as those of the Dark Lantern PrC in Five Nations) could be used to flesh out affiliation benefits.

The use of safehouses is a definite - as your affiliation grows, you'll have access to a better selection of safehouses. Contacts and informants would be another thing one would expect, although the character would be expected to some information-gathering for other agents in return.

For example, at 1st level, you'll be able to use a particular safehouse in a particular city once a week with 24 hours' notice. You can also get basic information on local matters (the equivalent of a DC 10 Knowledge (local) check) with the same time restrictions. Eventually, around 10th level, you may be allowed to use any safehouse of your choice anywhere inside the country where you are stationed on only 8 hours notice up to 3 times a week, with the quality of information rising to that of a DC 20 Knowledge (local) check. (You may request emergency safehouse use, as well, but it will count against you in the grand scheme of favors.) By 20th level, you are able to walk into any Citadel safehouse in Khorvaire and expect to use it as a command center and pump other agents there for information (up to a DC 30 Knowledge (local) check) without any notice at all.

That probably needs a good deal of tweaking for balance, but it's a framework from which to start. Also, don't forget about access to intelligence tools, such as spyglasses (both mundane and magical), potions of truth, cloaks of invisibility, and merciful weapons.
