I need to create a group of continent spanning guards. The PCs are on the lam from a powerful thieves guild in Korth, a high up agent o the king and the Emerald Claw but i need the agent of the king to have legal jurisdiction in all of the five nations.

I was thinking that i could create a secret group used by the kings of the five nations to find and detroy all major threats to the noble families. I could have him go after them anyway out of his jurisdiction but I'd rather not.

Just use House Deneith.
They already have continent wide jurisdiction, and they don't need to be secret as anybody can hire them to do just about anything they want. If you want to be more secretive, I believe House Philarian is the stealthy assassin type you would want.

They're on the run from a torqued off thieves' guild? C'mon, say it with me, Bounty Hunters. You can pop out one completely at random any time you want, anywhere you want. And unlike Deneith, that wouldn't burn down whole villages to flush out your PCs, a bounty hunter will do anything and everything he can to get the PCs trussed up and delivered for a price. Bounty hunters are also free agents for the most part so you don't have a constant threat level for the PCs to deal with, sometimes it'll be hairy but other times they'll go for weeks without seeing any sign of their hunters.

An open bounty makes for so much more fun. Ligitiment law men, other adventurers, professional bounty hunters, assassins, lynch mobs.... oh the fun that could be had.

Exactly, sending legitimate lawmen is ok, but an open bounty on their heads will draw only the finest of scum to them like flies to..... Well, you get the image, I'm sure.

Thamks for the advice, House Denieth is what i'm looking for to be the legal pursuers. Also thanks for the bounty hunter idea but I'm way ahead of you and already have one on their tail, but they don't know it.:smirk:

I'm obviously a bit late, but I'd go for quasi-legal pursuers.

Perhaps some cunning sods have recently been reading through old laws and have incorporated themselves as an agency of Old Galifar.

By the book, they would have clearance to do all sorts of things across all of the Five Nations, and at the moment the local agencies couldn't be bothered going to the mess of sorting out the legalities that are embarrassingly still on the books for the individual states.
