How high above the ground is the ring located? Is it actually in outer space or just really high up?

As I understand it, it's similar to the rings of Saturn, which are in outer space. I could be mistaken though.

I agree, I consider them to be in outer space (IE orbiting in space like saturns rings, which is supported by what I understand to be the origin of the things in the first place).

All in all I always go to lengths to describe the sky of Eberron whenever I get the chance. Eberron has both the busiest, but also dramatic night time sky of all the official setting for D&D. A shame really that the ECS never put in a good image of what it should look like.

Note that from the ground, the rings don't (nor would they) look like rings, but more like a REALLY bright Milky way band of brightness splitting the sky. (something that IS shown in official artwork).
