Is there any house that would run this, or would it be a separate organization or smaller guilds based in individual cities?

Possibly Thuranni would run the tailor's guild? I know it sounds odd at first, but it could be a possibility. The example Thuranni npc in Dragonmarked has a day job as basically a renowned make up artist. At night she is a little more dangerous.

They are the more artistic house, goods wise, and tailors could hear interesting bits of information while taking measurements.

That's an interesting concept. I hadn't really considered the shadow houses.

I was thinking about maybe Cannith, since they are the ones centered around making things. . though that was a bit of a stretch.

And Ghallanda as the hospitality services might be a good mix.

The character I was looking into is kinda loosely based on the Brave Little Tailor story as a starting point, but then became more of a spy through his tailoring shop. Messages could be conveyed through clothes drop-offs and conversations overheard while doing alterations at nobles' homes. I just wanted to know ideas on if a house would run the guild -- he might not even be spying for the house necessarily, but for someone else.

I'd say House Cannith, as they have the guilds for crafting just about everything.

I'd go with the Shadow Houses (for the aforementioned reasons, and clothing can be considered an artistic expression), or Ghallandra.

Cannith already has a huge number of things attached to itself, no reason to make it any bigger than it is already. I can see them making the cloth by the bolt and selling that... but actual cutting fabric, creating new fashions, and being artistic enough?

Definately the Shadow Houses.

Alright, I think I've got the basic idea here. Queer Eye for the Spy Guy.

Okay, I think I'm going to go with Thuranni to run the fashion industry of the nobles, wealthy merchants, adventurers, and generals. I haven't come up with a name of the guild yet, but it will be a natural extension of the work done on costume design for theater. They will have shops in cities that cater to the wealthy first, with services available to the middle classes for special occasions. They will also do custom fittings and makeovers on-site for important clients.

Naturally, their spy and assassin network is well-embedded in the organization. Only these rogues have exotic weapon proficiency in using scissors, needles, etc as deadly weapons since even concealed weapons are going to be found by paranoid palace guards.

Of course Thuranni relies on purchasing from Cannith for the best cloth in the land, and for well-crafted boots and quality cloaks, but really those fabricators have no sense of style. Hello, the day of mourning's over already. And eww that blood-stained cloak is so Last War.

They will also offer services to Ghallanda for luxury resort clients and the very best Lyrandor luxury airships will have to have a fashion designer on board.

So I'll work on coming up with the guild name and a name for the assassins and spies within it, and flesh it out some.

I'd say several small independents.

Cannith have the tinker's guild and their make whole marks for important repairs (Like a noblewoman's ball gown being torn) and you'd probably be able to get bulk-made uniforms from them, but tailoring strikes me as a pretty local thing.
And magic clothes are probably available from several of the houses, depending on their uses.

Look at the labels on the clothes you are wearing. How many of them come from somewhere near where you live?

Tailoring stays local as long as you don't have ways to cheaply ship goods from where they're produced cheaply to where they sell well. The lightning rail and elemental ships provide just that.

However, I like the idea that the real high-society buys from the Shadow houses and the peasants in the country will probably sew their own clothes.

I mostly agree that local unaffiliated tailors will do most of the tailor work in the villages and rural towns. Even many merchants and craftspeople who don't need to make a fashion statement or dress very professionally will likely have local tailors do their work, but in the bigger cities I think the Thuranni guild will lead many of the fashions of the elite. Also I think many of the stealth-related clothes and goods may be available through House Thuranni.

Expecially because a tailor, expecially one that serve the nobility/high class, would be an excellent cover for a spy or even an assassin, just think to all the juicy gossips he can lend an hear to, or the possibility to enter the houses, included the most intimate places of important people, to not mention the possibility to put a button enchanted with, let's say clauradience on a certain dress before a certain ball, or important secret meeting or something like that, opr put a cursed cocker on a dress that activate only at certain circustance (i.e when you are alone with a certain person) and then lose any magic.

Beside I've read somewhere (I don't remember if an official source or a a certain excellent thread about dragonmarked houses by a certain wizard) that the shadow houses have any kind of artists between their members, and this could certainly included tailors, maybe the more "mundane" tailors could be members of house Cannith

I don't really see as possible, this kind of inter-houses collaboration I can see for big projects like the lightining rail or airships but for a dress? Hardly. (well, maybe for ONE dress if it is something really special and unique, but not for something less than that.)

The Dragonmarked Houses might just not get involved with this. Dragonmarked Houses are better than non-Dragonmarked people at jobs where their Dragonmarks help them. If they go into fields where they have no special advantage, they're no worse than non-Dragonmarked in absolute terms, but they're still at a comparative disadvantage, because they could be doing something that they're actually really good at, rather than average at. The Canniths have some advantages in fixing torn shirts, but their advantages in fixing torn shirts are small compared to their advantages in fixing costlier items, unless the clothing is glammerweave or somesuch.

I'd use a handful of non-dragonmarked noble Houses for this. Thuranni/Phiarlan may infest the organization with agents, but their marks give them no special advantages in the tailoring department.

On the other hand, the House can be almost exclusively gnomish, using their natural affinity for illusions to design and craft Khorvaire's most sought-after fashions. This blends nicely with their role as information brokers.

It's possible that there are non-Dragonmarked guilds who focus on areas the Big Thirteen don't bother with: a tailor's guild, a miller's guild, the Sharn Goblinoids Local 312 of Pipesweepers. Even if an industry is relevant to the activities of a Dragonmarked House, it may be expedient to sub-contract activities to another group; for example, House Sivis may have a big contract with a papermakers' guild.

These "lesser guilds" would handle small details, or handle things on a local level. They turn to the House guilds when they a) need something in bulk, b) need something masterwork/magical, or c) need to interact with another guild in an unusual way.

I kind of like that idea, really: the public buys from the (lower case) guilds. The guilds and the nobles buy from the (Dragonmarked) Guilds. You go to the tailors guild to get your valet a new suit; the tailors guild goes to the Fabricators Guild to get livery for an entire household.
