The 50% off cert for Blackwheel, can it be used to purchase a weapon quality. For example would I get 50% off a +1 dessicating burst longsword if I unlocked it? If not, would I get 50% off the gold increase (+3 item cost less a +1 item cost)? Same question for armor, of course.

Thanks,
Sam

The cert states that you get "... a 50% discount on one item in the Magic Item compendium.."

I believe weapon/armour qualities are not items per se... Although I'm not a factionmaster nor the writer, so if you want a more official answer, you have to wait for them to answer.

The 50% discount on one item in the MIC gives you 50% off the total purchase price of the item.

In your example, you would pay 50% of the total price of the +1 dessicating burst longsword. The same applies if you got MIC-enhanced armor.

I presume that the "full-price" cost is still limited by the level-cap, and not the price-paid.

Yes. "Full-price" cost is still limited by level-cap and not by price-paid.

two more questions -

a) what's a cert?

b) how would that interact with item creation feats and extraordinary artisan?

Cert (certificate) is another term people use for what Xen'Deik Expeditions calls story objects. The one they are talking about was awarded for one of the last set of adventures.

You would have to have played that adventure and been awarded the story object as a result. But as it allows an item to be made for you at half price, I can't see how the character's feats would interact at all.
