On his way out of Stormreach with needed supplies for Radiant Hold, the Covenant's stronghold outside the city walls, the faction's military leader was asked by one of the Coin Lords to explain why, if the Light was an infinite force, it needed people to champion it at all.

This was his reply:

Many people in the Covenant liken the Light to the sun- bright and shining, warm and nurturing. Even our Bright Lady sees the Light this way and I would never think to argue with her. In that sense, it needs no champions, no one to sustain it or protect it.

Those of us who serve the Covenant as mere mortals know a different Light. The Light we herald is not the sun. It is a bonfire, bright enough to banish the shadows of a world filled with darkness but finite nonetheless. Bonfires need fuel to burn or they dwindle. So too does faith in the hearts of men and women of all races. In this land, the Radiance that is Good must be constantly tended as one would bring oil to a lighthouse.

So you ask me why the Light needs champions? That's not the question that should concern you, my lord. Consider instead this; when you approach the dark cliffs at night, which would you prefer? The distant but infinite sun or a nearby beacon maintained by the hands and hearts of men?
