I have a friend that wants to play a human psion. Is it possible for me to give him an Ancient Blood of Xen'drik card that he uses to unlock all Expanded Psionics rules items, while not taking advantage of the unlocked half-giant race? It seems fair, and the wording seems to support it (as it only says it unlocks the race and book), but I don't know if it's actually allowed.

I don't think so. The card says:
"BENEFIT: This card unlocks the half-giant race, described on pages 12 of the Expanded Psionics Handbook".

It then goes on to say: "As half-giants are naturally psionic, this card also unlocks nonrestricted rules items from the Expanded Psionics Handbook".

That looks to me like the race is what the card opens. All other benefits come from the race being unlocked.

I disagree. The card says:

"As half-giants are naturally psionic, this card also unlocks nonrestricted rules items from the Expanded Psionics Handbook."

This is not an AND statement.

So the card grants access to the race as well as access to psionic rules. One way to test is to try and create a human psion using that card through the online character tracker.

Technically as written, the part "As half-giants are naturally psionic," is a subordinate conjunction which establishes the reason the card unlocks other rules. In essence, it is not an AND statement as you said; however, it is more of an "IF...THEN..." relationship. IF the character is half-giant and naturally psionic, THEN the card also unlocks...." That would be my reading of the rules as intended.

What the online tracker allows or doesn't allow is not always a good indication of what a card is suppose to allow.

Of course, a factionmaster ruling would be necessary to be sure.

This card only unlocks the EPH for half-giants. You cannot use it to make a non-half-giant psion.
