Forgive me if this has been answered already, I couldn't find the answer via google and I'm only just now looking into the race because of a Creation card I just recieved.

The XECS says that symbionts are restricted, except that "Symbionts listed in the racial description of Daelkyr Half-Bloods are unlimited for that race". Does that mean a half-blood character can 'buy' additional symbionts out of their EV (using the prices from Magic of Eberron pg 154)? Or are they only available for the purposes of Personal Symbiont racial trait (and Impure Prince's Lure Symbiont ability)?

Magic of Eberron makes it pretty clear that symbionts are not for sale on the open market. Buying a symbiont would require an adventure in itself (a DM's mark might suffice, but only if future DM's allow you to use that symbiont). Even though they are unlocked for you, since they aren't listed for sale in any source, I doubt you could buy one. (The table there is only for treasure equivalent when killing an NPC with a symbiont.)

The Campaign Card for Daelkyr Half-Blood let you purchase the symbionts, so I imagine being a Daelkyr Half-Blood as a Cabal race also allows this.

You can choose unlocked symbionts as your personal symbiont using the races normal rules, and can also equip your character with them using the costs in the “Symbionts and Grafts as Treasure” sidebar on page 154 of Magic of Eberron.

Daelkyr half-bloods may purchase additional symbionts (from that list) out of their EV.

Awesome. Now, does anyone know if symbionts take up magic item slots? Is it possible to have both a stormstalk and a winter cyst attached to the same character?

While a typical adventurer would not find one for sale easily, Daelkyr Half-Bloods grow them naturally.. when a DHB dies, nothing in their Personal Symbiont trait says the Symbiont dies with them. That would create a small supply of available extra symbionts that would most likely be kept within the DHB community, such as it is. Given their various racial connections to symbionts, I would imagine they would also know better than anyone else where to get a hold of any other symbionts that might be available.. and be unwilling to share this knowledge with others.

Just because I find the idea amusing I have to ask; would it be legal for a DHB to buy extra symbionts and a wand of lesser restoration and offer his party members say a breed leech each or something? Everyone can use an extra 5 temp HP and +1 fort, even if the other symbionts are often useless.

I've seen nothing to suggest that certain symbionts cannot be combined. Tentacle Whip for instance has restrictions, but others do not.
