I was wondering, can GM's who run a DM's Mark for their player's include previous story objects if they are still appropriate but that a character was unable to get due to lack of playtime or changing characters? Specifically I am curious about the Cabal of Shadows Mark of the Regvagu. Is that something that a DM could sign off on for a future adventure that served the interests of the Sahuagin? However, this would be appropriate to other story objects for other factions as well (For instance, a character's first MAAD Drop in a Blackwheel Company, etc.)

Nope, those sorts of things have specific game benefits and can't just be written on an Adventure Journal. The only story objects a DM can give are those in the DM's Mark packet itself.
