Does the announced "Blackout " on repirting events negate the recent August 6 deadline announcement?

Is the reporting deadline actually july 30? (29?)

No, it's still August 6. But I would highly advise anyone reporting Xen'drik to report as soon as they finish their event. Otherwise, if you wait until the last minute, and you notice an error a few days later, you may not be able to get an appeal in on time.

What is the best way to appeal? Through the DCI Appeal Form or sending an email through the Help -> Contact RPGA menu option?

I filed an appeal on Saturday, and was told that I'd be getting an e-mail confirmation of said appeal, I haven't received that confirmation - should I re-appeal, or should I wait another day or so?

I have a game that couldn't be reported because it wasn't listed on my sanctioned event, and my players will lynch me if I don't get them credit. :)

It seems that the only good way to appeal for Xen'Drik is to send an e-mail to rpgasanctioning@wizards.com (may be a slight error in that edress).
