i was wondering if anyone could help me out with a clarification on a rule in XE 2.0
under optional Materials, Expanded Psionics is listed, and the Expantion slot table states that a base class costs 3 points.
So is it legal to play a psion with out the campaign card? What about an elan psion?

You could unlock psion, but you cannot unlock elan.

It is not worth it to unlock and try to play a Psion. Your expansion slots will kill you. Just track down a copy of one of the cards that unlocks the entire XPH, and then play a psion. Ebay worked for me (I got the half-giant card for like $3)

QFT: you'd have to unlock every single power you wanted to use individually -think about that a moment.

Not quite: any power in the same book that is on the class's power list is automatically unlocked by unlocking the class.
What kills you is the psionic feats, which are not unlocked for you, even when you get bonus feats (since it says "any psionic feat" or whatever, instead of listing them by name). If I remember correctly (I don't have the XPH), at least one of the psionic classes loses a bonus feat because they have to take a psionic feat at level 1 and can't possibly unlock it (because their first 3 slots are taken by the class). You would need to take two levels of an unlimited class while unlocking your first psionic feat, then start into psion to not lose a feat.
