The restriction of being a member of a Dragonmarked House to enter BlackWheel Company includes House Tarkanan???

I'm not sure exactly what you are asking. You do not HAVE to be a member of a dragonmarked house to be in Blackwheel Company. If you are in the Blackwheel Company, you can be a member of a dragonmarked house though. However, I do not think that House Tarkanan is a legal choice. You can choose only from the 13 houses with the 12 marks described in the Eberron Campaign Sourcebook.

You got it rigth! =) So, what I'm asking is if House Tarkan is a legal choice for BlackWeel Company members! Is it? After all, why there wouldn't be mutual interests between the House and the Company?

Hum. I don't think the Twelve would like to know that official enemies of them are working with the Blackwheel Company. It's true the Blackwheel is a completely different organization, but the have a solid association right now.

Besides, whatever remains of House Tarkanan isn't as much bent on crusading against the oppressive rule of the Dragonmarked Houses as it is a criminal organization.

Nothing prevents a character with an aberrant dragonmark from entering the company, though. Dragonmarked actually makes playing characters with aberrant marks worthwhile. It actually makes it possible for any 3rd-level human to wind up with DR 5/byeshk (unlock the feats Mark of Madness and Mark of Xoriat, and voila).

House Tarkanan isn't a real Dragonmarked House so much as a criminal organization of the aberrent marked. Members of the BWC could sure have an aberrent mark, but they get no special unlocks, though, I suspect their lifespan would be short when the Houses discovered them.
