In Magic of Incarnum, there is a feat that allows LN and CN Incarnates to use Necrocarnum soulmelds as though they weren't evil. This includes the Necrocarnum Circlet, which would allow the user to animate a necrocarnum zombie (up to one at a time, though there doesn't seem to be a duration limit).
Let me first say that Necrocarnum zombies are awesome.
Let me next say that a sufficiently macabre Talenta halfling could have an awesome undead mount. Just buy a normal dinosaur mount, kill it and bring it back as a necrocarnum zombie. It'd be faster and stronger than when it was alive, and you'd have telepathic control of it whenever it's within 30'. Better than an animal companion! In Crimson Codex or Cabal of Shadows you could pull this off right after the level bump. Other factions could only do it at level 6 because of unlock requirements.

My question is.. are non Cabal characters allowed to purchase animals, kill them, raise them as Necrocarnum zombies and run around with them? Or raise their enemies after they die to repay their debts to society (or you personally) in zombie form? Is there a leash law in Stormreach for zombies? Or is the feat that allows this being typed into the restricted list as we speak?

I think you could only pull this off in the Cabal, because if you kill your mount and ressurect for your own selfish needs , I would count that as an evil act (alignment shifts) and you can only be evil in the Cabal so....

Well there is the matter about Karnathi people, they use undead but that doesn't mean they are evil. But I think udead summoning is always couted as evil in the campaign.

Codex incarnates can have their very own zombies as early as level 2 (taking the Necrocarnum Acolyte feat at 1st level and gaining their Crown bind at 2nd).

Cabal incarnates could also, as they can be evil and don't need the feat (so only need to unlock the incarnate class). For just the zombie part, you could do it at level 4 by unlocking the feat at level 1 and the class at level 3, and taking two levels of something else before incarnate. Another option would be playing an LA race, taking incarnate from the beginning, and unlocking the feat at ECL 4 (which is your 3rd HD), though that would prevent the specific case of being a halfling with a dinosaur mount. I said "right after the level bump" because I assumed at this point in the game it was unlikely anyone who hadn't done so already would have a chance to pull this off before the level bump, due to the imminence of the total Xen'drik shutdown.
None of which addresses whether such an approach is too evil to be allowed.
Are there general rules against using undead in non-cabal factions? If so, I haven't seen them or overlooked them somewhere. I wouldn't be surprised though.
