A few jucy bits have appeared in the online character tracker.

1) You can spend one expansion slot to take a noble (ir') house title. Not sure if it provides any game benefit, but it's pretty nice RPwise

2) If you're playing a psionic charater (kalshtar/psiforged for sure, probably half-giant, possibly uncommon changling) you can spend your first two expansion slots to take a Complete Psionic base class.

3) You must take the Psionic Body feat to take psionic levels with the "A 'forged apart" card. No cheesing the wording of the card anymore.

That is the sort of thing that could come in handy for "bargaining" and gaining support/info from someone... Nothing like a little royal prestige to your name to really grease the wheels... Wonder if there's a Campaign Card for that too, or if any of us can do that?

Aren't most (if not all) of those "restricted" classes/races anyway?

My guess is that it wouldn't require a campaign card; just your character to be the right race for your noble house.

Yes, they are. You use a campaign card to unlock the race, and expansion slots to unlock the class. At least, that's my understanding.
