I just recieved a Forged of War campaign card. What interests me is

Racial Substitution Levels (AllRE): Warforged artificer, warforged fighter, warforged paladin

Could I retool my fighter to have racial substitution levels for all of them or could I only do it for things after 1st level?

Since I am not changing my starting class fighter just using a variant on this I should be able to retool all my levels?

By the rules as written in the Campaign Standards, you cannot change your creation card, nor your first level expansion slots. This would make you unable to use that creation card to use the Forged of War. Exceptions may be possible, but I am not aware of any.

The Forged of War card (MoH set 3 Card 10 (http://www.wizards.com/default.asp?x=dnd/ebmoh/20050701a)) is an expansion card, not a creation card. As such, itl permanently takes up one spot in your Campaign Card stack, effectively reducing your action points by one. It does not affect your expansion slots at all.

It could be argued that this is changing your level from Fighter 1 to Warforged Fighter 1 is a "different" class and is, therefor, "re-tooling" your first level choice even it would still match the character tracker.

I don't see it that way. You're still a fighter, your Warforged fighter levels count "fighter" for things like weapon specialization. It certainly isn't a problem at all for the later levels which can be retooled.

If it's an Expansion Card, then it should be usable as you stated. I wasn't aware of the type of card it was.

You can use it. The racial sub levels are the same as fighter in this case.
