I just recently acquired my herald Level GM status and found that my local retailer gets a kit from WOTC every month. In this I found an adventure for the Blackwheel Company: Marked Man. When I tried to sanction it, I couldn't find the adventure anywhere on the list. So I have a couple of questions if anyone is willing to help.

1.) How do I sanction this thing?
2.) Do all characters have to start at level 1, or can they start at level 3 to play this mod?
3.) What the heck is a level bump?
4.) When I registered my character online, it only asked for name, class, and race. Is there supposed to be more?

1) Normally you would order it from the RPGA. Sadly, the module retired (along with all of them) at the end of January. You have to wait till after DDXP for the new mods to become orderable. Now that sad, you can always go ahead and run new people through it for fun; the results just won't be applied to their PCs.

2) Everyone starts at level 1, until the level bump, when the minimum level becomes 4. Note that most mods have a range of levels, and you as the DM are empowered to use your best judgement when running a mod. If everyone is new to gaming, take it easy on them.

3) Periodically the campaign raises everyone to a minimum level and and gold. For the DDXP the level bump is 4th-level.

4) Nope, everything else is kept track of on your character sheet and adventure journal.

One more question, for anyone who can help...

I see that there are new adventures for all four factions. When I want to sanction one, do I need to order the adventure through the mail, or can I download it when I sanction the event. I picked up my copy of "Marked Man" through the retail kit.

So do I wait for a physical copy of the book or do I download one from RPGA?

You download it from the website. Instant gratification!

You typically download the adventures after ordering them. The retail kits I think are special circumstances for retailers. However, for most, you choose the type of event (home, retail, game day, convention), order the modules, then download them with the link provided.
