Are these considered consumable items?

They don't seem restricted, so I guess we can buy them when we can afford them. If not consumable, we can afford the +1 ones at 11th level. If consumable, they can never be afforded.

I don't think they are consumable since you can't really use it a second time :)

You can only use one of each type of tome. The same tome doesn't stack with itself.

For instance, if you use a Tome of Understanding +1 to gain a +1 inherent bonus to Wisdom, you cannot then read another Tome of Understanding +1. You would need to use a Tome of Understanding +2 to gain a +2 inherent bonus to Wisdom.

This is covered (of all places) under "Wish".


Note: An inherent bonus may not exceed +5 for a single ability score, and inherent bonuses to a particular ability score do not stack, so only the best one applies.

Ah, so "you can't use it a second time" because it doesn't stack, vs "you can't use it a second time" because it poofed.

Strictly speaking, it is a consumable in that it is used up by using it and is no longer available for use. However, since using it gives you a permanent bonus, this is obviously a special case that warrants at least consideration by the faction masters. Hopefully by February they'll have a final answer for us, but by default the answer would be:
a) They are consumables, so you have to pay the 5x cost, therefore it just isn't going to happen.
b) If you did get one somehow, the bonus would end at the end of the session (as per the episodic nature of the game). At least I think that's how it would work. From page 18 of the XECS:
Unless indicated by a campaign issued documentation, magical spells and effects do not remain after a session is completed. Typcial cases of exceptions include certain boons or curses that are detailed by a story object.
The upside of that is you would be able to retool your choice of stat-bump-book between session; for example, if you bought a +1 str book at level 11 and then bumped the odd point to even at 12th, you could stop buying the book and use the money for other things at that point.

All things concidered I suspect the FMs will just leave these out.

Regardless of whether it is considered consumable or not, you would still have to buy it and use it before every mod to get its benefit. Permanent effects don't carry from mod to mod (except obvious things like story objects, xp and ev increases, and gaining a level).

Otherwise you could do shady things like buying a different tome as part of your EV every mod and having the benefits accumulate.
