Just wondering, who writes the modules for the campaign? I've got a cool Idea for a character who could be used as an ally, NPC, or enemy (he's Chaotic Neutral).

The factionmasters for each of the four factions are responsible for the development of each faction's modules. This includes writing the modules themselves or commisioning modules from other writers.

If you have an idea, I would familiarize yourself with each faction's theme and determine where your idea would best fit. Then inquire directly with that factionmaster. It wouldn't hurt to know the basic storylines either so you can explain how your idea might fit within the storyline's framework.

That said, I would guess the factionmasters have a pretty good idea of what NPCs and events they want to use in their factions so your idea might not get far. But maybe it would lead to developing a module.

If that doesn't work, you could always run a few DM's marks for your local gamers. If you get a group that will reliably play in your DM's marks for one faction you can make the NPC a recurring character (assuming he doesn't get himself killed by the PCs or otherwise). DM's marks are cooler if they have unique and memorable NPCs in them.
