Feat: Immediate Spell
Prerequisites: Spellcraft 33 ranks, Quicken Spell, any two other metamagic feats
Benefit: A spell prepared with this feat allows you to cast it as an immediate action. No other metamagic feats may be applied to a spell modified by Immediate Spell. You may only cast one immediate spell per round. A sorcerer who uses this feat does not increase casting time as usual.
As to the spell slot requirement, I was thinking of going one of two ways:
Applying a nine level requirement, making it so Improved Metamagic/Improved Spell Capacity would be almost necessary to utilize it effectively
~or~
Applying a five level requirement, but giving a special proviso that Improved Metamagic does not apply to this one metamagic feat.

This would keep it from getting incredibly broken in half by those players who pile on the Improved Spell Capacity and Improved Metamagic feats, and the provision that you can't apply any other feat to it keeps incredibly stupid things involving other feats from being broken.

Thoughts?

1) You shouldn't make exceptions such as "IMM doesn't work on this". IMM is problematic in itself - but making specific exceptions to it isn't the way to fix this.
2) There've been lengthy debates on Immediate Spell at Dicefreaks. In the end, it was made quite clear to most people that such a feat was impossible to balance at a spell level and thus inherently a bad idea.

That's the problem my group is having- it sounds good on paper, but I can think of SOOOO many ways it could be abused.
The thing is, there's a PrC that basically gains this ability- Initiate of the Sevenfold Veil, unless I read it completely wrong. As far as I can tell, once they're high enough level, they have the ability to reactively place their veil, even in the face of an oncoming charge. Of course, the enemy has the option to NOT run into what's basically a prismatic wall, but you see what I'm getting at...
Even with IMM, nine spell levels is a hefty investment, and you'd have to have it a LARGE number of times to do the truly stupid things.

Regarding your objection:
Initiate of the Sevenfold Veil is slightly overpowered (you need to take away a caster level, at least.)
But most of all: it can only use its ability defensively. If you can use an Orb of Fire or similar, you can essentially disrupt all spellcasting. You could cast disintegrate on a bridge while another person runs over it, and he couldn't avoid that. There lies significant abuse in the offensive use of immediate spells.

Also, restrictions like "no other metamagic may be applied to" just aren't pretty.

I would suggest that IMM only apply to nonepic metamagic.

With all due respect to Witch, I don't see this as any more unbalanced than Quicken. You can't disrupt all spellcasting, as you can only do it once a round. I think +5 is enough of a cost, slightly more than Quicken. There are still plenty of defenses for the abuses out there, the least of which not being Spell Immunities and massive saving throws that make it necessary to sling lots and lots spells to have any real effect on a target.

No, there should not be any mention of IMM in the feat description. It works on any metamagic, and isn't really a problem. You get a couple of extra spells per day at the most powerful because of it, since Improved Spell Capacity would have the same effect on what types of spells you could cast.
