Can anyone give me an idea of the rules for overthrowing an archdevil and/or claiming his power. My character, a devil, has just found info that Bel has been cavorting with demons, so I need to find out what to do next, any ideas/advice will be greatly appreciated.

Rules? There are no rules for this, mechanics-wise or however else you mean. It's up to your DM how you can take Bel's place, or even if you can take Bel's place. Ask your DM.

I am aware of the need to ask my DM, and he has said I can, but we (meaning him and I) need to come up with some rules for it, as it isn't exactly going to be easy, overthrowing an archdevil. anyway, I'm not getting the power, it is going to my archdevil (Mephistopheles) to do with what he will. I just need to think of a way to adjudicate the process, possibly my diplomacy, Bel's bluff and an external sense motive, as well as storyline negotiations.

The process is going to have to include the death of Bel, IMO. If you want the power to go to Meph, then he should give you an item or artifact akin to a Soul Bind gem, and when you kill Bel, you capture his soul, and deliver it to Meph for extraction. Asmodeus could remove Bel's status, and grant it to another, but he is unlikely to pass it on to Meph. If you did want to go that route, then you could engineer a bunch of diplomatic and bluff/intimidate encounters to compile the evidence you need, then present that to Asmodeus and have him rule. You may need to do that anyway to support Meph's actions.

By the standard way of doing things, killing Bel or at least providing open evidence to the other lords of Bel's "cavorting" would mean you're promoted to his place. However, I have a sneaking suspicion Asmodeus already knows of Bel's moonlighting. Heck, maybe he even initiated it. The plots of Hell run deep.

First, you'll need a present lord of the nine to openly support your campaign. Next, through a grassroots campaign on the first three levels, you secure the lemure vote.
Dig up some garbage on another lord, Baalzebul comes to mind, and start a slander campaign against him.
Have a strong debate with another lord, Levistus ain't gonna say much, and then take a few PR pictures with smiling Larvae.

First one is already done...second I have the support of half of his pit fiends and several lesser devils, any of whom will back my story, third will the stuff I have on bel not do, if not I can easily get some on baalzebul as you say, fourth and fifth equally possible, levistus has supported me also in the past.
