While wearing these, "The wearer’s speed doubles (this does not stack with any magical or supernatural enhancement to speed)."

What about Ex enhancements to speed, like that gained by a Barbarian or Dervish (PrC from CW)?

And which is applied first? The class bonus, or the item bonus?

Wearing these, would a Human Barbarian's speed be (30+10)x2 = 80 feet, or (30x2)+10 = 70 feet? Would a Human Dervish's speed be (30+15)x2 = 90 feet, or (30x2)+15 = 75 feet?

It appears that they would indeed stack. WotC's precedent for determining the order of effects in cases where that order might be relevant is to do things in the order most beneficial to the effect's controller. Thus, you'd add the extraordinary (nonmagical) bonus before applying the doubling.

The Boots should be updated to 3.5 to provide Continuous Haste. Their price also drastically changed in 3.5 due to the change in skill point costs. These were never updated either. See the discussion here:
