I was wondering if when changing the target from touch to a 20' radius, would I have to first change from touch to target, then from target to area, and finally from area to 20' radius?

So would a sample spell would look something like this.

Mass Epic Cat's Grace
Transmutation
Spellcraft DC: 45
Components: V, S
Casting Time: 10 minutes
Range: Touch.
Area: 20' radius.
Duration: 20 hours.
Saving Throw: Will negates (harmless)
Spell Resistance: Yes (harmless)
To Develop: 405,000 gp, 9 days, 16,200 XP. Seed: fortify (DC 17). Factor: +15 to ability score (+30 DC), change to target (+4 DC), change to area ( +10 DC), change to 20' radius (+2 DC). Mitigating factor: 10 minute casting time (-18)

All allies in a 20' radius becomes more graceful, agile, and coordinated. The spell grants a +16 enhancement bonus to Dexterity, adding the usual benefits to AC, Reflex saves, and other uses of the Dexterity modifier.

the epic spell section doesnt say that the targets/areas are tiered as such. The change would be from one to the other paying the appropriate charge.

Ok, so I would only have the change from touch to target and then target to 20' radius for a total DC increase of +14?
