Creating Epic Spells [Archive] - Wizards Community

Epic Spell Reflection, doesn't seem to follow the proper formula for Epic Spell creation. When does a Permanent factor get factored in, before or after the mitigating factors? If it's before, the DC for Epic Spell Reflection would be over 700 and if it's after, the DC would be 60. Please clarify.
