I am making a 40th level and decided I wanted a dragon cohort, so I pulled open the draconomicon and realized it was only pre-epic. So I decided to come to the epic boards to ask for an epic dragon cohort table. I will have a 39th level dragon to pick from and I know that great wyrms have around 40hd but what does that mean to me?

The ELH says a Wyrm White is 26th level, and an Ancient Silver is 30th level. So by 39th, you could very well have a Great Wyrm Gold Dragon helping you out, or a Juvenile Prismatic Dragon or a Young Adult Force Dragon. You'll mostly have to ad hoc it and compare Hit Dice.

39th seems low for a creature with 42 HD, since cohorts work off of ECL.

Ancient Silver dragons have 34 HD, as it happens, not including what I'd assume would be at least an LA of +5. Did dragons change significantly from 3.0 to 3.5, ECL-wise?

yes. Draconomicon places dragon ECL at +1 LA per age category above and beyond the highest LA listed.

I couldnt quote a page number, but I am 100% sure its there somewhere in the dragons as PCs section.

Ancient Silver Dragon was statted as ECL 42 in the ELH update booklet.
So you could get a Very Old Silver Dragon at ECL 39:

It might be. I dont own draconomicon so I dont allow my players to use it. Its never received any acid testing by my group.
