those are the basis for my questions:

When your ECL reaches 21, you begin using epic experience tables and epic wealth guidelines.
When you have 21 total HD, you may begin gaining epic feats.
When you have 21 character levels, you begin using the epic base attack bonus and save progressions. Note that racial HD are not included in this calculation--they do not use epic attack and save progressions.
When you have 21 levels in a particular class, you begin using the appropriate epic class progression.
When you have 20 total HD, including 10 levels in a prestige class, you may begin gaining epic levels in that prestige class.

So given this, my questions are:

1 - Could i have more than 20 in BAB (if i create an ogre with lv 20 barbarian)??? and use it for feat like improved combat expertise and power attack??? and the epic BAB that given at lv 21, 23 and so on could be removed for this tipe of feat???

2 - If i create a monster like a tarrasque with more than 20 HD i could take for HD 21 and so on epic feat but i take the normal BAB progression???

3 - and also can i create a monster with 10 HD and 11 lv prestige class in according to the last sentence but what happened to my BAB??? i have to take the epic progression for BAB and TS or i have to continue with the normal rule of the class like she was for 20 level???

Thanks a lot for answers

All your BAB would count.

Yes. Remember that monster power level is an art form, and many designers must throw away feats. For example, the tarrasque has 6 toughnesses.
3 - and also can i create a monster with 10 HD and 11 lv prestige class in according to the last sentence but what happened to my BAB??? i have to take the epic progression for BAB and TS or i have to continue with the normal rule of the class like she was for 20 level???
Yes, you can. I think you'd probably use epic BAB starting at 11th class level.

So i could have an ogre lv 20 barbarian with BAB +23 (+20 for barbarian and +3 for 4 HD of giant) and after that i could have the Epic BAB +1 every two level... but i think that in case i choose a prestige class i can't loose BAB and use the epic progression...

If i create an OGRE = 4 HD / 6 BArbarian / 12 Frenzied berserker i loose 1 point of BAB...
Isn't better if i could continue the normal progression of the prestige class as she was a normal lv 20 class until i have 20 class level???

i am sorry for mine stupid questions...

Sorry, you made an error. You stated that racial HD don't count toward character level - they do. Check the FAQ. Character level is the same as your HD.

So your Ogre Barbarian 20 has BAB +19, and Epic AB +2. I think you wil find this fixes all the issues you were having with PrCs and BAB subtraction.

Now as for when you can take Epic Feats, yes, 20HD is a good guideline minimum, but when designing a monster, it is best to wait for CR 20, as otherwise you could have a relatively weak creature with lots of HD having Epic feats, which the party designed to take it on couldn't compete with. The Tarrasque, being a dumb beast, shouldn't have more than 1 epic feat if you redesign it. UNless you up the CR significantly (see Dragon 259 for a CR 30 version).
