Epic spell: Senbonzakura [Archive] - Wizards Community

One of my players came up with a Bleach (the manga) inspired epic spell.
The idea is transforming a sword into millions of fine razor-blades that attack as a swarm.
While a conjure seed based (with the animate seed in it) epic spell's DC is off the charts, using a transform seed based epic spell comes with the problems of the swarm sub-type.
can any of you think of a way to make this spell work?

An obvious thought would be too base it upon the "Crown Of Vermin" spell.
Hell, pretty much just use the spell and change the flavour a bit -in this case the blade would fly around the caster protecting him from attackers.
Course, it would drown if he is submerged, but I don't see removing that clause being too much of an issue (DC wise).

Don't use the inherently flawed epic spell system? Sorry to be snarky but seriously, there's nothing inherently epic about a swarm of tiny blades eviscerating your enemies. I suggest just making it a high level spell.
