In my campaign I am putting them against a tide of dragon like constructs, but I don't want it to be the board filled with each of the constructs and having them get cleaved by level 35's cause that would be boring and tedious. How would one go about making a swarm?

I can't give much help in the way of details, but take a look at the Mob template from PHB2. You'll have to modify it quite a bit (since it's designed for 1HD creatures, typically commoners) but it's a good place to start.

Make it an advanced Medium Animated Object mob, then add golem abilities and improve the damage and stuff. Basically just make your own monster.

I wanted to do this for Mass Combat Rules:
There are no good rules for creating them. I think that larger than Tiny should be 100 creature swarms (it is 300 for Tiny). You should give them a lot more HD than the base creature, maybe 15 times as many HD as the base creature. Their attacks should automatically deal the damage of 5 times the monsters base damage. Size should be a lot bigger than 10ft. Increase the space by 10ft for each size above Tiny that the creature in it are. So Large creatures would form a 40' swarm. That's 64 squares, for 100 10ft beings....sounds like a swarm.

Now they have to automatic damage and distraction abilities.

Apply the rest of the swarm features, maybe remove some AC to make them easier to hit, voila.

A problem with swarms is that you are not supposed to be able to damage them with weapons, but clearly these swarms are big enough that a nice big fighter should be able to have an impact. Or maybe not - 100 folks running you over might not be that easy to slow down even for an epic fighter. This rule could make an army a real threat to Epic level characters - though DR and such might still come into play.
