Independent Research: A wizard also can research a spell independently, duplicating an existing spell or creating an entirely new one.

Can a Spellcaster develop a spell that can be cast as a normal spell, except it has a spell level higher than 9.

No, not unless that wizard lived in Faerun prior to the fall of Netheril.

Or that caster can be from Serran and of ECL 21+.

I agree, however, that the system in D&D does not support spells of 10th+ level outside of the epic spellcasting system.

Think not of them as failures, but as learning experiences.

You're still new, so it's perfectly normal for you to be picking up the basics. There's more than ample time for you to make valuable contributions once you have some knowledge under your belt.

Actually it is possible, but much like creating Epic spells, it's mostly fast and loose and needs ALOT of DM supervision. Creating more powerful versions of weaker spells is much simpler than creating wholey new effects, damage spells are by far the easiest. Pages 35-36 of the DMG give some basic rules for creating new spells and on page 36 are a pair of tables that are usefull for creating more powerful versions of damage dealing spells.

For anything else you can generally look through the PHB and find patterns amongest spells that already exist and go from there to create all kinds of things.

Damage spells are the easiest though, like a lvl 501 Fireball would do 1d6 points of damage per caster level (max 1255d6) in a 20 foot radious. You could probally switch out a damage increase for a greater radius. So instead of having a 5th lvl Fireball that could do 15d6 max, you could get a 10d6 max Fireball that has a radius of 30ft.

See what I did there? 5dice = 10 ft; seems reasonable to me. You could probally get away with a lvl 4 fireball, 10d6 max with a radius of 25 ft. Or a lvl 501 Fireball, max 1000d6 and a radius of 530ft.

Other spells like Sleep could even be boosted, maybe adding 4 more HD every level, or 4 every 2 levels sounds better. Most things would need play testing and be ready for your DM to revoke a researched spell after play testing.

Just keep it simple and life will be much better.
