I found a book 'o epic-y-like spells in a game, what would I have to do to be able to cast these spells? According to ELH you have to develop a spell so you can know/prepare it, but what if those spells are already developed, do I have to now re-develop them, just so I can now cast them?

The ELH has rules for putting an epic spell onto a big stone tablet (Ten Commandments-style); another epic spellcaster can learn it without development. So replace the tablet with a book, and there you go.

Based on the factor, it appears you don't have to pay anything to learn them. It doesn't even say it takes any time, although IMO at least a day would be appropriate. The creator pays all the cost, although the Spellcraft DC will be higher as a result.

Ah, thanks, I found it now.

Just treat them like normal spells - you can research the spell yourself, exactly as written, and then you'll know it and be able to cast it.
