Forgive me if I'm reading this wrong. I was looking at epic spells in the SRD because I don't own the epic handbook and I was curious. There's spell called Dire Winter that does 2d6 cold damage a round to everything within 1000 ft for 20 hours. But to cast it you have to succeed at a spellcraft check of 319?!?!? What campaign would actually have any being capable of casting this spell, let alone a PC?

Edit:Found a spell that's even worse....DC 419 for Vengeful Gaze of God? But I guess spells like that are reseved for deities, as suggested by the name of the spell.

Those spells are mostly included in order to demonstrate how epic spellcasting scales unto infinity.

In reality, you probably won't be casting the exact same spell, but you can customize it (increasing mitigation factors, decreasing effectiveness) in order to make a spell that suits your abilities.

Yep, epic spells are entirely personal in nature. Your PCs will build something completely different than what you see in the ELH, both based on what they want, and what they can afford when you give them the necessary downtime.

Vengeful Gaze of God has like 200+ backlack damage dice, requiring that the caster of the spell be 100th level or so :D

I designed a spell a while ago called prismatic tempest because it sounded cool, but I stopped like a 1/4 of the way through working it out it because the dc in the end would be around 2000 or something.

Epic spells are usually cast by multiple casters, which greatly reduces the Spellcraft DC ...

The base DC for constitute transitive nexuswas something like 4900.

The other reason some of those spells are in there is seen by looking at the Monsters section. Dire Winter is a spell-like ability for the Xixical. Others also have Epic Spells as Spell-like abilities. In that case, the DC doesn't matter much.
