Bow of the Dark Hunter
When fully assembled, the bow of the dark hunter is a longbow with five gems decorating the grip. In this case, it is a +12 keen fiery blast icy blast longbow that acts as a dread weapon against all humanoids. Creatures killed by the bow's arrows require miracle or wish followed by true resurrection to return ti life. In addition, it can be used to activate a greater ruin epic spell effect once per day. Finally, any creature of 20 or fewer HD struck by an arrow from the bow dies immediately (no saving throw).

The gems are currently lost, hidden in various locations across the planes. The bow itself is held by the Grand Lichpriest, but thankfully he does not possess any of the gems.

Without any gems, it is simply a +6 keen longbow. EThe gems are as follows, with the abilities they grant if replaced (a DC 30 Craft (weaponsmithing) check):

Diamond - enhancement bonus rises to +12
Emerald - dread ability
Ruby - fiery blast ability
Pearl - icy blast ability
Onyx - greater ruin spell-like ability
Carnelian - death effect on 20 HD or less

The weapon was created by the Dark Hunter, a mysterious demigod of evil. It is said that he was once human in the early days of the race, the first cruel tyrant of humanity. He gained power through dark and cruel dealings, immersing himself in all the black arts. When he felt death approaching, he cast a terrible spell. It infused him with power from beyond the known planes, but drew in evil beings of deity-level power which ruled the world of Tellura for a millennium and a half.

As a deity, the Dark Hunter loves to spread terror and chaos. He created this artifact and gave it to a powerful elf wizard whose name and memory have been lost. That wizard caused so much damage to the world that the gods intervened, destroying him completely and obliterating much of what was known about him.

That's not too bad. What is its background story, though?

What is the point of acting as a bane weapon to all creatures? Doesn't that sort of remove the entire flavor that bane has?

"Echo's Witch" - make it a 'human' bane weapon, or some specific creature. Other then that, it looks good.

Yes, a +12 keen fiery blast icy blast bane (all humanoids) longbow is so nerfed. That's at least a +32 weapon (counting the dread [all humanoids] property as +7), and probably closer to +40... and that's not even counting greater ruin.

A nice add-on would be to give the gems some effect when not attached to the bow. And then make a spear, sword, and staff with similar properties. Now you have an epic quest.

Well, this was just a first attempt by that demigod. He's now working on something truly nasty. (think Lovecraftian-esque monster bound to artifact).

It doesn't feel like an epic artifact, it feels like just a big epic weapon. I mean, it's good, but not great. An epic fighter may not even be that excited to pick this thing up, depending on what other gear he has.

Fiery blast and icy blast are way overpriced anyway, and having a ton of banes is a big waste of plusses. This is the kind of item that you sell immediately upon getting it, because it's a huge cost for crap abilities.

Honestly out of an epic artifact you expect some kind of new power, not just a big collection of abilities that any old epic item could have. About the only special effect it has is casting greater ruin, and that's not even that great for a "truly epic artifact".

Epic artifacts should have 2nd edition style effects. They should be totally and completely overpowered, because you're talking about an epic artifact. Normal artifacts shake up worlds, epic artifacts should shake up the multiverse.
