It costs the same, and is treated as though it were +2 for future enhancement costs. It still only gets +1 to hit and +1 to damage, but also gains the Keen feature.

Are you asking if Keen can be added to a +2 Weapon?

Yes

Keen can be added to any Weapon of the Appropriate Type.

I think he was asking if the Keen feature added to a +1 weapon meant that it was treated like a +2 weapon for the purposes of magic item generation, crafting etc...

and the answer to that would be yes.

So a +1 weapon gets +2 to attack becuase of the magic bonus and it being a materwork weapon also.

No, the +1 Weapon only gets +1 to attack. The bonus from masterwork quality does not stack with the magic bonus. It does however continue to work if the magic bonus is somehow suppressed. (Disjunction etc.)
