+1 skill stone?

A friend of mine was talking about a magical item that adds +1 to all skills using item generated using the dmg, page 285 - estimate item gold piece value table. He also brought up if the luckstone was created with only a +1 to skill it would cost considerably less (only about 1000 gp)
However, When I was looking in it, all I saw was a +1 to a single skill for an item that costs 200 gold pieces.

Can somebody confirm and/or clairify what the heck he was talking about? I want to make sure I am not on a wild goose chase before I fight for the item.

The Stone of Luck adds +1 to saves, skill checks, and ability checks.

It is about 1,000gp for a cloak of resistance and the ability checks are pretty low. Take off a bit more for the single slot.

Stone of Luck is 20,000gp. Less say 5,000 for the +1 saving throw bonus and the ability checks rolled into one.

Say 15,000gp.

Use table 7-33 only if there is nothing even close to it in the DMG.
