Say I have this item from Complete Mage:

Rod of Magical Precision.
While you are holding a rod of magical precision,
any ranged attack you make with a spell or spell-like ability
at an opponent engaged in melee does not take the standard
- 4 penalty on your attack roll.
In addition, you can choose for your spell or spell-like
ability to ignore the miss chance granted to a target by concealment
or total concealment. In the case of a target that has
total concealment, you must still aim at the correct square.
Aura/Caster Level: Faint divination. CL 3rd.
Construction: Craft Rod, true strike, 6,000 gp, 480 XP,
12 days.
Weight: 1 lb.
Price: 12,000 gp.

And I want to make it a +1 Smoking weapon to use with my warlock.

Smoking comes from some Faerun book i cant recall right now.

How does one go and do this?

Im not interested in damage but only in the ability to use the conceal 6 that smoking gives.

OK, you want to make a weapon that has this ability.

Weapons are not slotted, so you don't need to worry about that.

And the smoking (and the +1 to hit) would NOT apply to a spell/spell like ability.

Similarly, the negation of the -4 and the negation of the concealment would not apply to attacks made with the weapon.

I would simply add the prices together as well as the pre-reqs, and call it whatever you want.

Maybe give a rounding up of prices.

Well the question you must ask is this:
Is that Rod a masterwork stick?

My vote is no.
Rods and Wands tend to be nothing special before they are made magical and once they use their charges they again become just an ordinary stick.

So you wouldn't be able to upgrade it to a +1 smoking.

You could however make a new masterwork stick (0+300gp likely) and add the magical effects of the Rod to this new masterwork stick using Craft Rod. Then add the +1 and smoking properties using Craft Arms.

Non of this addresses any interaction of the abilities. It would be no different than having two items:
1) +1 smoking masterwork stick.
2) Rod of Magical Precision

I agree with risner, you need to start out with something that is a masterwork weapon.

I assumed you were making it from scratch, not 'converting' an existing item.

Ok.

So i would need to add:

Rod Of Magical Precision ------ 12k
Masterwork ------------------ 0.3k
+2 weapon ------------------ 8k
-----------------------------------
Total ------------------------ 20.3k

This is the cost of a +1 smoking Rod of Magical Precision.

I get Precise Shot (ish) for the rod and +1 smoking if use as a melee weapon.

Smoking gives you one-half concealment.
