to enchant a weapon with a special ability (ie holy) the weapon must be a +1 weapon prior to correct? (Thus making the weapon +3 to determine cost)

Completely correct.

Magic armor or a magic shield must have at least a +1 enhancement bonus to have any of the abilities listed on Table: Armor Special Abilities and Table: Shield Special Abilities.

A magic weapon must have at least a +1 enhancement bonus to have any of the abilities listed on Table: Melee Weapon Special Abilities or Table: Ranged Weapon Special Abilities.

Just a small nitpicking detail: You can't enchant a sword.

In this game, an enchantment is a mind-affecting spell or ability. The word you're looking for is enhancement, not enchantment.

The only kinds of sword that you could possibly enchant (with charm, dominate, etc.) is an intelligent weapon, and even then the rules are pretty hazy and it's pretty hard to do. For example, the Dominate Monster spell only works on creatures, not on intelligent objects. There is no Dominate Object spell.
