I thought that in 3.0 the enhancement bonus on bows and arrows stacked, so a +3 bow firing +2 arrows was +5 to hit and +5 to damage. . .

Is that true?

Is it also true in 3.5?

Page 221 of the DMG has the answer you are looking for. In 3.0 they did stack, in 3.5 they don't.

In 3.5 they do not stack.

You take only the highest bonus, the other doesn't count.

You can, however, stack up enhancements like keen, bane, and so on from both the arrows and the bow.

So you could have a +1 Bow with the Flaming Burst, Icy Burst, Shocking Burst, Holy and Keen enhancements, and use it to fire +5 arrows with the Thundering, Bane, Ghost Touch, and Axiomatic enhancements, and when you did you would be firing +5 Flaming Burst, Icy Burst, Shocking Burst, Holy, Keen, Thundering, Bane, Ghost Touch, Axiomatic arrows.

I've never really had a major problem with it. The cost would be prohibitive - something around 4,000 gp for each arrow. I require my archer to buy a minimum of 10 arrows at a time and occasionally he'll get some +1 arrows of x for special occasions, but with the high cost of powerful arrows it doesn't cause problems.

No its 2000 per each 50 +1 Arrows. Not for each arrow. Arrows are ammunition so you price enchanting that way just like Shurikens.

Um, I think you missed my first post.

4000/arrow would be for the +5 Thundering Bane Ghost Touch Axiomatic arrows.

And +1 arrows are pretty much pointless. What I have seen every now and then is a player pay 8000 gp, or 160 gp/arrow, for +1 arrows with a +1 enhancement like bane, shock, etc. If you have a good idea of what you'll be fighting, bane arrows can certainly add some oomph to your offense at a fairly reasonable price.
