I am using red blade to make so npc and it is tell me that a char. with no dex bonus would have a ac of 21 with +4 chainmail and +2 large shield. I thought it would be 23. Which is correct.

+9 armor (+5 chainmail, +4 magic)
+4 shield (+2 heavy shield, +2 magic).

10 + 9 + 4 = 23.

Might want to double check to make sure you didn't put in a chain shirt and a light shield. Only way I can reason it, unless the program is in error.

Or perhaps the character has a dex penalty? About the only other thing that comes to mind.

nope prigram is wrong, dex of 10. chainmail +4 and large shield+2.

I'm willing to bet I know where the program went wrong:

Try increasing the Shield's enhancement bonus to +3.

If I'm right, the AC will stay at 21, because the program is adding the enhancement bonuses to your AC, rather than to the bonuses of the armor you're enhancing. Thus it thinks the +2 on the shield doesn't stack with the +4 on the armor.
