The Bolter is a sturdy but elegant short-range missile weapon ideal for close combat dungeon fighting capable of being fired while prone, upside down or sideways. The ease at which the Bolter maybe fired allows it to be used to your fullest ability (Full # of Attacks you have in rnd.).
The range maybe limited to 110 ft. but don’t let that dissway you, I am sure as a Experienced Adventurer you realize that it is plenty of distance in the cramped twisting passageways found under the earth.

The Bolter case is a marvel of engineering with an internal leaf spring to drive the bolts to the launch chamber and gears to regulate them for precision firing avoiding jamming the Bolter with an uncontrolled release.
The Case maybe swapped out Hardly missing a step (Move Equivalent Action) and holds ten bolts. Cases can be refilled in three full round actions.
The bolts themselves are of the highest quality (Master Work) to match this wondrous weapon as needed for the very close tolerances of the mechanisms and the case (bolts not made for the bolter must be hand fed to the launch chamber and launched one at a time as a Standard Action)
Requires Simple Weapon Proficiency

Requires Architecture & Engineering DC 30 for the design, Weaponsmithing DC 30 to fashion the body of the weapon. Craft Arms & Armor, Launch Bolt spell from Spell Compendium and Magic of Faerun pg. 105

I have posted this before I want to see if any one likes it or has some good imput. :)

Does this need to be cocked? What mechanism provides the force necessary to fire the bolt? Is it magic? It looks to be so from the crafting requirements.

It isnt necessary to answer those questions, because from a rules stand-point, this differs from a repeating crossbow in just a couple of ways, and those advantages are probably more than covered by the price tag.
You should indicate what proficiency level the weapon is (simple, martial, exotic).

It does not need to be cocked. It is magic and hard to make but easy to use like a crossbow I would put it in Simple.

Well crossbows are a simple weapon (even though it is a complex device a peasant could never make) a peasant could be trained to use one in a week. This weapon the Bolter shoots just like it all you have to do is point and shoot 5 to 10 times swap out the case and shoot some more so learning the weapon is quick with practice. botom up feeding of bolts means better balance and no box breaking your "Sightline" to aim. No clumsy cranking as you are shooting with a Rep. x-bow as well.

Craft Arms & Armor Gives a weapon at least a +1 to Hit and Damage the basic Bolter does not have those benifits but it is a weapon so a Gray area is formed.
Craft Wondrous enchants things but except for a few items like Maul/Mattock of the Titans does not produce weapons or anything with a plus to Hit and damage Gray area again.
So maybe Make it Craft Wonderous OR Craft Arms & Armor?

It seems to me that it would be an masterwork or exotic repeating xbow and Craft Arms & Armor would be better if it had a 1 time cocking device per reloaded box. Other than that could you use it with two weapons?

I am not sure what you mean the first part are you saying it should use a Exotic Weapon Feat?
And what is the reasoning behind "Craft Arms & Armor would be better if it had a 1 time cocking device per reloaded box."why should it chang anything?

Arms and Armor might be more logical, but Wondrous might dodge this whole proficiency issue.

Arm & Armor it is but I still think it is a Simple weapon.

That from the descriptions I have seen on this board was a completely mechanical device capable of full autofire like a machinegun.

Mine is magical and only has semiautomatic capabilities, has no bow arms
And it carries way less ammo Unless you add the Quick Loading Weapon power.

Where it is an exotic version of the repeating xbow, either make the price very high or it would need an exotic weap feat. The 1 time cocking peice would only be readied once per box of ammo, spring recocking or some such. I remember that 2nd ed. had a magic item call Hasp of Reloading, it would automaticly reload (any bow) and ready the crossbow to fire it increased the number of attacks you could make with one. You could recreate the hasp along with your "gun" using Craft Wonderous and avoid the feat use whatsoever.
