I was wondering if a spiked chain could help someone climb or be used as a grappling hook for very short distances or does this seem a little to far fetched?

I havn't seen any official rules on that but I wouldn't see any problem in using a spiked chain for climbing purposes depending on the situation. I use a whip to assist in my jump and climb checks (indiani jones style) with my bard all the time. Although maybe the spikes would impose some sort of penalty since they would make it uncomfortable without some sort of protective clothing.

Couldn't you also use it to dig into to things and then climb it or would that be to difficult to do.

I have no idea how you would dig with a spiked chain. Just spend a silver piece on a shovel.

I think he means dig into things as if it were a grappling hook, I would rule that you could, and this may actually be a viable rope, depnding if you play with oversized weapon feats...
